Does my characters have to be 58+ in order to transfer to tbc?

I put up 30g for 30 coins and only received 29 coins. There's no where on the terms of sale that says you are deducted coins for selling, there's a fee when buying not selling...

First its not free coins if I spend time grinding gold to exchange for coins, second I need my one coin.
