It became that way in some patch in vanilla. I'm pretty sure that nost has it the other way and it's changing at some point in progress -

People do PvE content on PvP servers too. You're right, it's just the PvP enabled everywhere except 1-20 lvl zones. For me personally it's PvP only. I think having fights and wars during leveling is amazing and I don't mind coming to STV to level and spend 2-3 hours PvPing instead. If you don't like opposite faction bothering you during leveling - go to PvE realm. Just remember - world PvP is a lot of fun:) -
I guess starting fresh as well as continuing my Nost rogue:)
