You won't be raiding in balance unless your guild isn't serious about raiding. If you already have a spot as balance, I recommend going the correct spec for balance in raids, as you will have to over perform to be useful.

Healing Touch spellpower coeficients: 1: 0.287 2: 0.550 3: 0.776 4: 1.000 10: 1.002 11: 0.990 Gift of Nature and Improved Rejuvenation are not affected by spellpower, they only increase the base healing. Is this how healing will work on the server or is it fixed?

No, they have probably completely stopped thinking about it is of now. The team has their hands full working on the servers at the moment. It would be far far into the future before they thought about TBC.
