Sorry if this is the wrong place for this but http://db.vanillagaming.org/?item=11924 dropped with the stats from a patch pre 1.10 when they were buffed. This happened on Zeth'kur where the stats should be 1.12. Here's the correct stats for after 1.10 http://wow.gamepedia.com/Robes_of_the_Royal_Crown including version history notes.
