Veridical

As title states, this talent simply doesn't do anything. I had 3/5 points in improved drain life, and using rank 2 drain life, i got no boost to the amount drained - 18/tick for (which is baseline amount drained). I checked my combat log and my character's hp, and I was receiving 18hp/tick. (and I should be getting at least 19/tick with talent).
