I am unable to isolate and determine what addon has been causing this to happen when I open my Auctioneer or bank.

I try to throw an arcane int buff on passerby and it won't cast on anyone but me. Not sure what happened or what caused this but it was fine a week ago.

Further addition it is Bongos interfering with it and no idea why.

And I was curious as to what could be the cause of it? I did reroll a couple of times but the last time I did so is when it began doing so I am unsure what could have caused it.
