Is it the one that only one player can get 13k rank points every week? (so only a few players can push for high rank every week) Or is it the one that allow anyone to get max rank points if they just get enough honor for it, without competing against the other players amount of honor?

In timeline it says things like "T1 sets have had their statistics, effects, and set bonuses updated.", "Grand Marshal and High Warlord PvP Honor rewards have been updated with improved statistics." and "The armor rewards for Honor ranks 12 and 13 have been increased in level and stat point allocation." Does this mean the existing get changed or is it new items so u have to get the items again if u want new stats? Also another question, what honor system is used? Is it the one where only a few players can get max rank points every week or is rank points based only on the amount of honor you get and not compared to other players?
