This really has nothing to do with the quest items that are object-based and located on the game map. Items that need to be picked up from object containers (note: Not looted from dead NPCs) need to be spawning faster.
This issue is compounded by the fact that these servers are populated by a wide range of time zones. Most region based servers experience moments of prime time, and moments of down time. This server does not experience this, because the normal prime time for one time zone is the down time for another, and vice versa.
All this time zone talk simply means that a certain quest objective might have a 100% demand time throughout the clock. Which, in the end, begs for a quick respawn time of quest objectives.
I think the common goal is to remain blizz-like, but for things that are not blizz-like, such as constant prime time, things need to be adjusted accordingly. This quest object respawn time is only one of many things that could benefit.
