What is the most likely scenario, is that Nost admins that are waiting for lawsuits and whatnots from Blizzard, are given a deal and make that request to shut down all private servers to not be SUED and to make compensations on the verdicts so they get off easier. This said, knowing the community, of course Nostalrius does as asked by the Blizzard as they do know that the community knows better than to obey a request from long dead ghost which they are as they are in hell called Blizzard's lawsuits. At the same time profiting from the notice themselves and maybe getting into the heaven.

Anti-spam methods blizzard currently uses and what elysium adopted are inherently flawed systems. Must fight cancer with fire and instead of manipulating their capacity to speak, gold sellers must be discouraged to continue their trade as whole. I am happy to see innovation such as level limits to whispering but I would go even further, I would prevent contacting random players more difficult and the reporting function more community based tool that would not require GM interaction. I would just make it so that any player does not whisper multiple random players too much, thus going thro the /who list becomes inefficient for the spambots.

Make a server side script on whispering to limit contacting masses of randoms? If player level <30 and whisper player X Prevent whispering player Y for 10 minutes If player X replies remove 10 minute restriction to whisper player Y the end

Banning from just being in character screen seems illogical, some people do actually build their characters and names for several hours, thinking what name to choose. So how would you know who is just afk and who is not? Of course if that can be tracked somehow, that would be great.
