I had this problem myself, there is currently no way to get a new water sapta... I ended up calling a GM and they gave me one so i could do the quest... You call a GM by going to the red (?) in your micro menu (the clickable buttons with your character menu, talents, social ect.) hit issues that GMs can help with > Stuck > Still not working, Page a GM. OR I didnt test this but if you catch another shaman attempting the quest you may be able to group up and get the quest item you need off the body

I am currently stuck on Call of Water (Part 6), i lost my Water Sapta and seem to be unable to get a new one. The NPC's Islen Waterseer and Brine dont have anything, I even dropped the quest and picked it back up and still nothing. Contact me if needed: Charlo @ Zethkur server
