it is part of patch 1.4 it should spawn every 3hours. starting at 00:00 then 03:00 etc. -
just wait for a server crash. and when it comes back online make sure you buy it.

you can shift click a mob to loot all the items -
it should be a day night cycle now. the following used to be on the Retail version not sure how its here. 00:00 - 06:00 only nightfin 06:00 - 12:00 both 12:00 - 18:00 only sunscale 18:00 - 00:00 both

Well the Anathema pvp server is on the dragons of nightmare 1.8 patch so it should work then?
