Highjacking thread to say I have the same problem.
I play warrior at lvl 24 and I know the quest is given at 10. Of course they should be able to give the quest beyond 10, but to no avail I cannot access via running to all 3 starting town trainers and trainers in the towns near the starting zone(Dolanaar/Goldshire/Dun Morogh). The trainers simply just give 2 options and not a Quest option when interacted with.
I am starting to believe it's been bugged for me. If any GM can give insight this would be great.
Tracked down my questline, I found my quest. I blame myself for running to Darn to quest rep grind.
