Unfortunately we had only 40 of Azeroths Finest to defend against the 140+ horde from gangs Reign, Team Blackout, Earth Walkers and Momentum.
We managed to seize 80 or so illegal buffs, but were overcome by their numbers, and the fact that the rival gangs strategically used Momentum as a meat shield.
If the Horde gangs think that they're free to walk the streets of Azeroth with illegal buffs, they can think again. The Scuba Cops will be be back, stronger than ever, to serve justice to these illegal buff smugglers.
