Disclamer: The intend of this topic is not about discrimination of any race or creed but only about the improvement of communication.
After playing furiously on server Anathema, got my Nost character back etc, i've witnessed over the course of time a massive drop in spoken english, mainly in battlegrounds and a significant drop on advertising of selling/buying/trading items, and LFM, LFG, on the World channel, whilst the total population is not that low. I know chinese people have their own world channel, but maybe that's a mistake. The chinese community is huge on the mentioned realm, making people who dont speak mandarin perhaps a minority, hence the english speaking community slowly fades away, mainly because people got nothing to do. For example I used to see 10 maybe 15 UBRS groups advertising at the same time on Nostalrius at some point, (I understand you split the servers so a drop would be innevitable, but the population is still over 5k almost at all times) there should be a more active global channel.
So, maybe a prohibition on custom channels, other than "World" to have more than 100 members on them would provide that, and what if you force english to be the only spoken language in Battlegrounds, everything would run better.
This is my personal opinion followed by a solution that's not radical or racist.
