Is it true the developers/admins dont care if a player rips off another. If so, is there no penalty for ripping off each and scumming up the community?

I got rip off by Mopblch , ive posted details in suggestions. I was not sure where I was supposed to posted under. Still waiting on the resolution to this. I lost over 290 gold in mats.

I collect the mats needed to make devilsaur leggings. I ask in trade if someone could make them for me for tips. He responded and came to UC to make them . I gave him the mats he walk to the bank and claim he thought he had pair already made. He then log off. I sent him mail and messages requesting the return of my mats. I spoek to his guild bloodlust , they have booted him out. I need help . I lost 200g+ in mats .
