I believe found the problem, last Wednesday on April 5th nVidia released new drivers. Mine appear to not have installed correctly. Reinstalling them has restored my performance.

Been playing on and off for a few months now, but for some reason a few days ago my fps has started to tank. When before I was getting a consistent 60fps on highest settings, I'm currently struggling to stay above 20fps with the same settings.
