Can I do this like a regular ticket? Cuz when I tried in-game ticket, i've got prompt that it's not possible to send tickets and I should do it on forums xD

Quest Giver who spawns near Great Lift is missing. He gives delivery quest http://wowwiki.wikia.com/wiki/Quest:Message_to_Freewind_Post which leads to other important Thousand Needles quests. Could you please reset his position, i've heard that he is stuck in the wall somewhere and cannot be reached by any way.
