As of this post, the quest is still broken. Picked up quest @ lvl 38 horde, acquired all items.
Quest says "(Completed)" in the log
All items on hand, in bags
Quest given has a grey question mark over his head, and will not allow "Complete" to be pressed.
- Have tried logging. Doesn't work
- Have tried putting mats in bank, logging, and re-logging. Re-acquiring mats. Doesn't work
Could it be a level requirement which is not vanilla-like?

Here is what does work. For information in case anyone else comes across this:
- Send all mats to another account
- Drop the quest
- Log out
- Have the other account Return all quest mats
- Log in
- Pick up the quest
- Go to mail, and pick up all the mats
- NOW, the quest giver will have Yellow Question mark over his head, and you will be able to Complete
