gm solved the problem for me

My human paladin is way past level 12, however, i cannot start the quest chain "Tome of Divinity" because it's nowhere to be found. I have checked Duthorian Rall in stormwind as well as Brother Wilhelm in goldshire, however none of them have the quest.
