  1. Today I pug'd a BRD for a full quest run, we finally got to the end and HoJ dropped off Emp. Myself (Warrior) and the Rogue in my group both needed it obviously, but the druid also accidentally needed it instead of the Robe. In accordance with Murphy's law he ended up winning it and was distraught, but happy to raise a ticket and have it transferred over to the next highest roll, which was me. So I took a screenshot, chucked in a ticket and the response I received was that it is "against policy" to rectify it. Even though it was in the interest of both parties and an honest mistake, the GM still could not do it. I likened this to accidentally deleting an item from your character. If I have proof (Eg. a quest completion flag against my character for a quest item.) then it is acceptable to have it restored. Following this logic, I would suggest that the policy is rewritten such that it allows accidents in regards to loot to be resolved, or at least allow GMs to use their individual discretion when rectifying loot issues.
