I would really appreciate this change too! I contacted a Game Master about this request a moment ago, who then refered me to this post. I recall Blizzard employees freeing up names back in the day. However, this was on a person to person basis. Whenever they got a request they would check the character of the name requested. If it was inactive they would free it up and give it a new, active home. Now, they don't do that anymore, however instead they release them in waves. Either way works really. I just find that my characters name is important to me and it is very unfortunate to have so many cool names be unused due to them sitting on inactive accounts.
