I think there is a better middleground to this, having wbuffs disabled for the highest tier of content would make it challenging and much more competitive while wbuffs for the easier content makes it less of a burdon to do and makes it easier for lower tier guilds to catch up and begin on the harder content.

You say its so hard, i wonder how far your guild is in naxx, because with just adding some more dps and health you can ignore alot of mechanics and make hard fights like loatheb easy due to the shorter fight length and high healeth making it easy to control. And the cased to "just leave the buffs out" is just not possible, if a guild doesn't use wbuffs they wont be able to stay competitive, and they might loose members to other "better" guilds that have it easier with wbuffs

Naxxaramas is supposed to be hard, and the notion that casual players shoulden't have it hard is the reason that retail is shit.

The option i feel is best, is to let Elysium have limited transfers to Anathema and Darrowshire and have anathema and Darrowshire getting TBC. Elysium would then be a vanilla realm forever. When the Elysium server was made, the people rolled on there with the project stating that there would be no TBC server, and for the people that like TBC more, can then transfer to Anathema in the limited time before TBC release. Anathema and Darrowshire was made from Nostalrius's characters, nostalrius had always planned progression to TBC, so i think its fair to give those people what they rolled on it for and stayed for. I know this is alot of what Keala and Dralek has said, but i just wanted to get my opinion out there.

Just in general the zones you level in, and you can also use the world channel, that might be better in the long run. -

Duskwood is an alliance zone, and STV was just an example of a good zone to look for people but you should only do that with the level appropriate zones to the dungeons you want to join/make -

STV is Stranglethorn Vale, its a zone with a wide level range and because of that alot of people level there. "/Join world" Is a global chat channel that can be used by everyone. -

If you do /join world there is a channel that alot of people use to make groups with, and in addition you can go to higher population zones like STV and write the message in that general chat. -

If you level as a warrior and tank dungeons, there should be no problem to find dungeon groups as it is the most sought after role for dungeons.
