Wouldn't be posting here if I haven't already tried everything:
manually changed config.wtf and marked it read only
installed retail WoW, ensured resolution was good and tried elysium
disconnected my other monitors
run as administrator
This is not a laptop, so it's not trying to use some onboard GPU
I'm completely stuck at this point. I want to play at 2560x1440 or at least 1920x1080, but these resolutions are not listed in game, nor is the refresh rate.
I'm very open to any suggestions.

Solved! When launching retail WoW you actually have to make a change in the settings and save, make sure config.wtf is no longer read only for vanilla WoW and you should see 16:9 resolutions (however I don't see 2560x1440, highest is 1920x1080 but this is a huge improvement and maybe I'll figure this out)
