Vanilla/TBC Progression Question

Going from 1.2 to TBC in a year seems a bit rushed, doesn't it? Seems unlikely that many, if any, guilds will be able to mantain 40 consistent-enough raiders through a year to get everyone looted enough through MC, BWL, AQ40, and Naxx.... Is there something I'm not understanding, here?
