    I have been unable to whisper to people at all since I started, every time I try it says I am unable to do that yet. I'm level 9 and same level people can whisper to me and it seems like I can normal chat fine.

    that's what I was thinking, but a person who was level 9 as well sent me a whisper. they do have a different character that is above 10 if that matters though
