It's super weird. The first thing i noticed now that i test this is that that turning on VSYNC in the game has no effect only if the game runs in windowed mode.
So if i set it to true fullscreen i can even use the Framerate Target Control in the radeon drivers to cap my fps to 60 or so but capping the game to 60 fps with the driver solves the windfury animation problem i've had but the random artifacting in UC and IF still exists.
Setting forced VSYNC in the radeon drivers have only one effect on my game. Forcing VSYNC from the radeon drivers boosted my maxfps to 638 but these glitches in UC/IF(artifacting) stayed the same neither true fullscreen neither windowed modes. It looks like the poligons go to the infinite ~ like a faulty card would artifact sometimes in a similar manner...
I have maximum antialiasing and ansirotopic filtering forced through the radeon drivers and they also have zero effect on the game.neither true fullscreen neither windowed modes.
Anyhow changing these settings the artifacting in UC/IF is seems completely random yet only affects a certain area in both city. In UC near the Apothecarium in IF near the windrider or griphon or what NPC and outside of the mage trainer in those long channels with the lava. I have no clue about them since these artifacts didn't appear a single time on this machine outside of these 2 areas in the past 1-2 months as far as i can tell... :SIGH:
So at least to fix the animations, either run the game in true fullscreen and limit the framerates with Framerate Target Control in the radeon drivers to 60fps or run the game in windowed mode and turn on the ingame VSYNC option. Anything over 60fps will start to cause flashes in the windfury/evocation whirling animation.
