is the server down?

cant whisper anyone or type anything in world chat because what I type is not able to be read by others. Can you please help? For example I type in whisper to somoene they say they cant see it but when I have the other person whisper to me I can see the message. What is going on? It also seems like world chat and general chat is the same way. people can read what i type in party chat but nothing else
