Swap Bags no longer works: "You can only do that with empty bags"

Hello, I am not sure if this is a bug which I should post on the bug tracker, or an unannounced 'fix' for a different problem.

 

When Elysium launched, within the first 1-2 weeks it was possible to swap bags by doing the following:

• New bag must not be contained in the target bag to be swapped
• Click and drag new bag over old bag icon
• New bag takes the place of old bag, old bag is now in inventory

However, sometime in the past 2-3 weeks this changed.  Now it is not possible to do.  The player receives the red error text "You can only do that with empty bags"  The player must completely empty the target bag first, then can swamp empty bags, then can fill the new bag back with inventory.  This takes a lot of clicks!

 

I have no way to prove that Vanilla WoW allowed this, but my own memory says it did

 

"Stock" mangos-zero also allows bags to be swapped in the above manner as well.
