Minor Wizards Oil - The Spell is Not Available To You

I've been having an issue with my Warlock who was transferred from Nostralius to Elysium on the PvE server. I had several Minor Wizards Oils in my bags when he was transferred but I can't seem to use them on my staff. I keep receiving the error "The spell is not available to you" when I try to apply it. I also tried making a new oil and applying it to a wide range of weapons but I receive the same error.

 

My lock is lv28 with 113 Enchanting still.
