Inner Mara Celebras Key quest Not working

The quest for the inner mara key Celebras staff does not trigger. After you kill Celebras his ghost will spawn and give you the quest for the staff. The event will never trigger. He will disappear once started and then respawn a few moments later and the quest will not work at all. Some help or info would be appreciated.
