How do I report bugs?

As the title states, how do I report bugs on this site?  The list of reported bugs people have made gives no option for me to make a new report or to even reply to a report.  When I try to click on the Bug Tracker subthread, I get the message:

The owner of report.valkyrie-wow.org has configured their website improperly. To protect your information from being stolen, Firefox has not connected to this website.

This site uses HTTP Strict Transport Security (HSTS) to specify that Firefox may only connect to it securely. As a result, it is not possible to add an exception for this certificate.
