Constant Stutter

   I am currently using a 1060 to play vanilla wow and I seem to lag in places like Stranglethorn Vale and Orgrimmar, when I mean lag I mean stutter, where my FPS goes all over the place,but when i'm in STV it is very bad, but orgrimmar is only bits of lag which could be due to the population, but I thought a 1060 could handle that. However, I have cleared my WDB and that works until I reload my game then it goes back to normal, I have also reinstalled my drivers and completely deleted them, I have no idea what to do.
