FPS ?

Game is running so slow usage, both cpu & gpu,

Cpu at 20% and Gpu 10%.

 

Is this normal ?

 

Specs :

CPU : 1230v2

GPU : gtx 1070

MEM : 24gb/1600mhz

game installed on ssd

 

 

Is there someone else with this problem ?

same shlt man, 30%cpu/gpu - 20fps in crowded capitals... some can say - this is old game, old engine, but i saw streams (alexesensual's for example) with >100 fps even on stress test (my fps was about 5-10 then)
