Are Outlook/Hotmail users SOL?

I've read this while trying to reset my password today:

Note: if your account is registered under a Microsoft email such as Hotmail or Outlook, you may not receive the email the first time or have to wait longer than usual as they are blacklisting us.

I've been trying for several hours to get an email through with no luck, not sure what to do but reroll at this point.

Change your email provider post-haste for one. Otherwise yes, SOL.
