Random Inability to send whispers or speak in general

Before you state its the new implementation of their whisper restriction mode, its not, I have tested it with many others in game.  I am allowed to speak in guild chat, group chat, but cant send any whispers or even speak in chat channels.  It just started happening randomly today, and I have no idea why?  Any help would be appreciated, as its very frustrating to get messages I cannot respond to :-/

the whispers and chat channels are working now.. but it has been on and off all day today..
