Debris pool fishing yields only junk

First, I must say that I cannot use the bug tracker.  It tells me that bad things will happen to my computer if I proceed.

And yes, I do know that debris normally equals junk.  

So . . .

The debris fishing pools yield only stranglekelp and stam pots.  An error message comes up when trying to use the stam pots.

Sometimes the fishing pools for oily blackmouth, firefin snapper, etc. also only yield stranglekelp and pots.

Debris pools used to yield loot such as bags, bolts of cloth and other good stuff.
