Winterhoof Cleansing not completable by non-tauren

Since the bugtracker is down I post it here. I can't complete the quest "Winterhoof Cleansing" as a troll because I need to use the quest item "Winterhoof Cleansing Totem" which is tauren only.

Is this intended or a bug?
