Skill level not increasing

First i apologize if this topic has been posted before but after searching i haven't seen anything. I am having a problem with my mining skill as it is not moving past 113. At first i thought it was just bad luck but i have mined roughly 20-25 tin and silver nodes, which are yellow in skill, and i have not moved past 113. I don't know if i'm missing something simple or its a bug for the game or my character. I have also gone to the trainer and made sure everything was trained and i am able to level my mining to 150. I am starting to enter zones that are to high for my mining and would not like to have to back track. The only other thing i can think to do is drop the skill and restart, which i would really rather not. Thanks in advance for any help.
