"Game Masters do not handle bug reports" when submitting ticket (no confirmation that ticket went through?)

I'm looking to put in a ticket to a GM to get my account un-muted (got hacked, and I guess they gold spammed or something).

When I submit the ticket by Petition A Game Master -> Character -> Report Character Issue -> enter information and press Submit, I get the text:
 

Game Masters do not handle bug reports.

Please use our bugtracker and provide sources if possible.

Is that a normal message to get when submitting a ticket?

Whelp just read on another post that you have to use "stuck" -> "still stuck" to put in a ticket. Good to know...

FYI I used the "stuck" -> "still stuck" to put in a ticket and a GM helped un-mute me within 5 minutes. Awesome.
