Login Issues

When I try to log in it instantly gives me the disconnected window. My account is verified, I have edited every text file that needs editing, I have created both inbound and outbound firewall rules, if there is a thread about this topic I have been there and tried every solution. My friend can use my acct to log in on his PC and he's able to log in and out seamlessly while I am not even able to connect so it's not a capacity or massive login attempt. Any information or suggestions would be appreciated.

is my config.wtf, I added the last line because I saw a thread that suggested doing that but it doesn't work with or without it

As far as compat mode, I've tried xp service pack 2 & 3 and also win 7
