Can not accept the last step of quest Battle of Hillsbrad.

After completing the Elite step of quest Battle of Hillsbrad, NPC Dathalia promotes me for the last step, to Undercity. After clicking accept, system tells You don't meet the requirements for that quest. Then everything disappears.
