Use skill when key is pressed down/minimize interface delay

As the title says, what I've been wondering for a while now is if there is a way to make vanilla WoW use skills "when key is pressed down" opposed to "when key is released"?

I think it was with TBC when an option like this became available to simply check/uncheck in the Interface options but in vanilla this is not the case.

It would make the game feel a lot more fluent. I find myself often stuck wating for my keyboard button to release and this millisecond can decide over success or failure especially in fiery pvp environment.

I don't know if it's just not possible technical-wise in vanilla but if there is an addon which let's me do that please let me know.

Thanks a lot! Is this site's addons safe to use though? Haven't downloaded anything from it so far, any experiences?
