NOT WORKING: [Celestial Orb] Mages Quest Reward

Hi :)  I've been waiting for this item for a long time.  Today I got it, and it simply does not work, you cannot restore any mana no matter what you do!  Tried and tested about a dozen times.  Also the tooltip is bugged displaying the mana gain value twice.

Delete your WDB folder. These are the correct stats on the Elysium server:

Since the progression on both servers is the same, my point still stands. Stats are correct with the current server patch.
