Can't finish two-factor authentication set up

I get the email, scan the QR code with the app, but then in the email when I click "enable IP lock with authenticator", the webpage I'm supposed to enter the six digit code says "Access denied. :( You do not have the clearance to view this confidential page!"

I tried it a dozen times the past two days, and logging out and relogging in. What do I do?
