Does Twin-Factor Authentication protects email theft?

Let's say I have Twin-Factor Authentication enabled on my WoW account.

What happens if someone hacks into my email, and tries to recover the Elysium password?

Can he disable the authenticator and change the password?

The hacker will still be unable to access your WoW account because it would still be necessary to enter the six digit code from the app on your smartphone or WinAuth.

AFAIK, you can add an authenticator to your e-mail account as well if you are so worried. Google on how to do that.

I'm asking this because here: https://elysium-project.org/news/tfa-gold says "In order to enable (or disable) a two-factor authentication solution, you will have to confirm it through an email."

My Gmail also needs a 2FA to login, try setting that up, makes you pretty much 100% safe.
