Can't up my lockpick skill

Hello,

I tried to up my lockpick higher than 170, so I went to Ethel Rethor, in the sea, in Desolace. In this place there normaly are some chest I can lockpick to up my skill but they didn't spawn for many time.

Is it suppose to be corrected soon or not ?

If someone have any idea to up my lockpick otherwise, I'm listening.
