Can't learn Ranged attack rating with crossbows 299 -> 300

Hello. i reached ranged attack rating with Crossbows to 299 skill points about 2 weeks ago. Since that was happen i can't get my 300 skill point. I'm trying to shoot a lot all that time (include int buff), but it doesn't work.

I've had the same problem w/ 2H mace skill. Grinded for days w/ int buff, int consumes, int gear...no luck.

I think luck is not the reason for this problem. It seems like a bug.

u probably need hit more on world boss

i had my def 299 for 2 months, until we wipe at Hakkar, and i died to get my 300
