Unable to use General, Trade and Defence Chat

I am currently at level 11 and still unable to chat using trade, general and defence chat. When I change zones it says that I am in that chat, but when I type /1 or /2 to access it doesn't allow me to use it at all.

If it helps my login name is heliosmj12 same as here.
