Potential Fishing Scripting and Bugged Item

First of all, I didn't find any place that I can send a report so I went here. Hopefully, this would cause enough attention for developers.

Fishing Scripting: I found one player named 'Monks', who is mostly like using fishing scripts, hanging on the port of Steamwheedle fishing all the time when I was camping a vendor receipt to re-spawn. I was camping there for so long that I got ganked a couple times, got kills also. I was hoping he can help me fight the alli at times. But eventually, it turns out whatever I do to him, he just never move and replay. I would say if an ally gank him, he would not even counterattack at all. I have heard of those fishing scripts before, so I'm just addressing here. THIS GUY, 'Monks', MIGHT BE USING FISHING SCRIPTS TO DESTROY THE GAME BALANCE. When I'm writing this report, he is still fishing. I do have one screenshot, but I don't know how to attach it. It's a .tga file.

Bugged Item: Mage's Quest reward Item 'Celestial Orb' http://db.vanillagaming.org/?item=7515

Its stat shows it will give 3 int and 13 sp, you can use it to restore 400-1300 mana as well. Right now, according to the stat shown on my addon, I got 2 int out of 3 and 13 sp. But this item cannot be used at all. No matter how i click it, it wont be used. I asked multiple people, some said the orb actually doesn't give sp as well. I'm not sure if that's true. But hopefully this bug gets fixed because this item is very good for mages.
