Shift doesn't automatically unlock action bars?

Holding shift while attempting to drag icons to a new position with locked action bars isn't automatically unlocking them as it should(did) by default. I keep them locked so I'm not dragging things out of place while trying to cast as fast as I can. Is there a setting I missed or a simple way to remedy this?
